I found no shorts to ground that aren't supposed to be grounded, both with tubes & pulse amp in and out. All electrolytics are in the correct configuration. Questions: can I power up the TSU5 without C514 to test if any AC voltage is reaching it? Can I power up the TSU without the other juke connectors plugged into it?
Hoping to obtain a new 6X4 & C514 cap today for retesting. Any suggestions or comments greatly appreciated.

Yes, you can power it w/no other connections.
If you were using solid state diodes it would be easy to test for AC getting where it shouldn't along with the proper DC by connecting the unit to some lower voltage AC such as a wallbox transformer (approx 25vac). The lower line voltage limits the risk of damage to the new caps.
Here you can just leave the 6X4 and new cap out and try it, but there won't be any DC, obviously.

In many applications, 6X4 tubes are at risk of heater-to-cathode shorts because the heater is near ground and the cathode is at B+. In the TSU-5 this isn't the case as the heater and cathode are at the same potential.
I'd closely examine the 6X4 socket for a short between pins 6 and 7. What's the resistance to chassis from the negative side of C514 with power off? You'll see it rise slowly due to the action of C515 and C512.
