The A that Ive been working on with the loud buzzing noise seems like the mechanism is stuck. Its been converted to 33 speed. Should I still be able to turn the turntable hub by hand with power off to get it to cycle?

You usually need to turn the motor drive spindle to drive the mechanism...while pushing on the turntable to help.
