If the letter stepper in the jukebox is not home (as if the jukebox is in the middle of selecting), there is an open contact that does not allow further selection from any wallbox until the selection process is done and the stepper returns home. I BELIEVE that if you were to insert a coin in a wallbox while the stepper is in action, the motor moves one spot and stops AND the WAIT light should come on. Is the wait light on? Check the bulb and the socket also... Once the stepper returns home, you should be able to select. Check the leaf switches on the ends of the pushbutton banks and the motor control switch. The motor control switch can be a pain to adjust because the steel lever wears a groove on the cam so there is not as much travel anymore to open and close the switches properly. If you are testing outside the jukebox, then I believe you need a jumper between AC and AC control to simulate the stepper home switch. I’m starting to think there is a voltage missing on the control switch and remembered Jim mentioned a jumper, looking at the schematic it seems to make sense but I’m not sure where the jumper needs to be connected? The problem I see now is the WAIT light is on when I believe the select light should be on. It’s been many years since I’ve worked on one of these and I’m just working my way though it and refamiliarizing myself.

The four wires on your wallbox (reading left to right) would be AC Common, 24VAC, Signal, and AC Control (WAIT) - stops other wallboxes from sending signals while the current one is busy.
I'm looking for my wall-box service manual, but I guess that is at the shop and I'm at home until Tuesday...

Yes you can test it on the bench. It will do everything you need to help you fix it. Just use a 25vac transformer.
