This is unlikely to be your issue, but worth checking as to a point it will exhibit similar symptoms.
Is the record carousel correctly located in the drive pin of the main shaft ? If it isn't, then the mechanism beneath will rotate, but the basket won't. Unless you push it along with your hand.

I am working on a Wurlitzer 2150. I had pulled the mechanism apart to clean it all down. It was caked up and the reversing pawl wasn't engaging.
I have it all back together and an issue has just come to light.
When the mechanism is scanning, the friction spring drive between the main toothed cam and the selection lever/basket drive lever is slipping.
If you help the basket along while it is scanning, it will select and play perfectly, just that it won't do it under it's own steam.
Have I missed a shim possibly around by the big coil spring, or do they stretch and the result is it slipping? I'm trying to think if even a missing shim here would even cause this fault as it is just a tight fight over the shafts. I guess this was type of a clutch system so if something got caught up while scanning, it wouldn't damage the drive gears
Looks like I'll have to remove the mech and tear it down again, but any advise would be helpful.
The main toothed gear is not the original that it had in it when it arrived as it had a broken tooth. I used one out of a stash that I had been given years ago.
