SBARC Bylaws proposal

By now you may have received an unsigned and un-dated proposal for a radical change to the SBARC Bylaws, Board, and officers. Please note that while the proposal contains the SBARC logo and return address, these changes have NOT been voted on or approved by the SBARC Board of Directors. In fact, many members of the Board as well as active members of the Club oppose these changes. Please attend the meeting and vote NO, or return your proxy with the name of a trusted SBARC member who will attend the meeting as your proxy voter. This proposal is OPPOSED for the following reasons: The proposed bylaw changes are hastily and poorly written. Article IV section 1 holds the Board responsible for protection of assets. However, the Treasurer isn't a member of the board. Protection of assets and disbursement authority go hand-in-hand. Article X awards disbursement authority to the Treasurer, President, and Vice President. Presently all with disbursement authority are Board members. Under the proposal, none of them are. Article IV section 4 refers to the term of officers, where in fact only one or possibly two of the Board members are officers. It should be rewritten to substitute "board member" for "officer". Article IV section 7 is horribly written. Presently, action between Board meetings includes the word "must" signifying matters of urgency. This ensures that in the absence of exceptional circumstances, board action is taken in a scheduled, open meeting pursuant to an agenda. The proposal allows for between-meeting actions to be taken whenever "required or permitted". This leads to routine decisions being made hastily and behind closed doors. In addition, there is a bizarre addition which essentially states that "No means yes". It reads, verbatim, "The casting of a vote by Board members, regardless of outcome, shall be construed as consent as applied to these actions." Article V has multiple duplications and conflicts. President is responsible for providing the Board with a current status of the Club's finances. Yet, Treasurer is separately responsible for a large list of financial duties including informing the Board of expenditures in budget items. Education and Training is responsible for fulfilling the corporate purpose. However, this individual is unelected and has no voice in Club governance. There is a new position "Manager of Telecommunications". Seeing as the reason for the existence of the Club is telecommunications, this position makes little sense. It would be similar to a municipal water district appointing a "Manager of Water". Further, this individual's responsibilities require that telecommunications support be provided through mysterious organization referred to as SBTAC. This is a separate entity about which little is known. Why should it be coded into the SBARC bylaws that federally-licensed communicators must use an unknown outside agency to provide communications support? Also within this job description is the responsibility that this individual provide Club resources, equipment, and personnel to this SBTAC unit. It also refers to SBTAC as "Club sponsored". Nowhere else is this sponsorship defined. Could there be a conflict of interest here? Who is behind SBTAC and are they behind this agenda of bylaws change? There are several conflicts and overlaps between the Manager of Telecommunications and the Education and Training position as well as Emergency Services. In addition to the functional issues above, the document is riddled with typographical and grammatical errors. Article II Section 3: Strike the comma after "more" in the second sentence. Article V - Vice President: Strike the comma after "duties" in the second sentence. Article V - Treasurer: Strike the comma after "President" in the second sentence. Change "Treasure" to "Treasurer" in the fifth sentence. Article V - "Public Information Office" should be "Public Information Officer" in the title. Article V - "Education and Training" should be "Education and Training Coordinator" in the title. Article VI, section 3: Singular vs. plural. Change "A newly elected Officer or Directors" to "A newly elected Officer or Director". Strike the commas after "office" and "elected". Article VII: Singular vs. plural. Change title from "A Publications Committees" to "A Publications Committee". There are likely more errors. A thorough review with adequate time for members to review and provide feedback regarding these drastic changes to SBARC governance before voting is strongly recommended. Whoever is responsible for bringing forth this proposal on election night is being highly irresponsible.

Bonelli Regional Park will be the site of the next southern California on-foot transmitter hunting session on Saturday, November 9, 2013. If you are a beginner, there will be entry-level two-meter fox transmitters, set by Joe Moell K0OV. Once you're proficient at finding these nearby foxes, try the 5-fox two-meter international-rules course, set by Marvin Johnston KE6HTS. One or two optional 80-meter fox transmitters may also be on the air. A ham radio license and knowledge of radio equipment are not required. Experts will be on hand to teach you the basic techniques of on-foot radio direction-finding (RDF). Bring the kids and grandkids, then go out on the course with them. A limited amount of RDF gear will be available for loan. If you have receivers, scanners, directional antennas, attenuators, or other equipment suitable for on-foot RDF, be sure to bring it. Make sure all batteries are fresh. For those who want to build RDF gear for use with their own two-meter hand-held radios or scanners, Marvin will have kits for measuring-tape yagis and active attenuators. Also available is an assembled and tested assembly that includes the power switch, BNC connector, housing and battery, ready to install as the tape measure beam is built. There will be tools and soldering stations for building. If you're not an electronic technician, don't worry because there will be experts to help you. We want you to succeed! Send e-mail to Marvin (marvin(a)west.net) to pre-register and get more information about equipment. The building session will only take place if there are sufficient advance registrations. If you already have equipment and just want to hunt transmitters, you don't need to pre-register. If it takes place, the building session will start at 9:30 AM. Please be prompt. Beginner transmitters will be on the air at that time. The main 5-fox hunt will start about 10:30 AM. Hunters may start the courses at any time until 1 PM. Courses close at 3 PM. For the advanced 2-meter course, electronic scoring will be used. If you have an "e-stick," be sure to bring it. A $5 donation is requested for the advanced course to cover expenses related to the use of Los Angeles Orienteering Club's e-punch equipment and maps. The beginner course and the 80-meter transmitter hunt are free of charge and e-punch is not required for them. Trails are primitive in some areas of the park, so wear sturdy shoes. All ages are welcome, but young children must be accompanied by an adult at all times. Bonelli Regional Park is near Raging Waters, Brackett Field, and Puddingstone Reservoir. From the 57/210 freeways, take the Via Verde exit and go east through the entrance to the park. There is a per-vehicle entry fee. Go approximately 1/4 mile beyond the entrance and turn left into the parking lot for the Snack Shoppe (formerly the bike rental stand). Title: Ham Radio Digital Modes Digital communication has been a part of ham radio from the very beginning, with the use of Morse Code. However in the past few years, the power of computers and the Internet has led to an explosion of digital modes and activity. Simply by connecting a computer's sound card to a radio and downloading a program, one can experiment with a new digital mode, like PSK-31, or easily use an older mode like RTTY or SSTV. Modes exist that transmit text, digital voice, images and binary files. A novel mode is WSPR, which transmits at rates of seconds per bit, and enables milliwatt-level communication over HF. In this talk I discuss the many types of digital modes found in HF radio, what is necessary to get started, and will conduct a live demo at the [UCSB] club station.

In 2008, the Tea Fire destroyed 210 homes and burned almost 2000 acres. And problems getting accurate emergency information during the fire was one of the biggest issues that people faced. That's where the Emergency Communications Trailer comes in. Derek Carlson, Business Manager for Marborg, said "This trailer was first conceptually designed after the Gap and Tea and Jesusita fires. Mario Borgatello, the President of Marborg, and John Price of Price Management, sat down and came up with the idea of this Communications Trailer to increase our emergency preparedness footprint in the community." The trailer is a joint venture between Marborg Industries and Price Management- it's designed with two 55-inch High Definition television's which can stream press conferences, weather conditions, and other valuable information. Carlson added, "The trailer was designed to get information to people that otherwise couldn't get it." Goleta is the first city in the area to have access to the technology because of their agreement with Marborg. Marborg also spent over $150,000 dollars on generators to keep the Price Management gas stations operating in case of a major catastrophe. Roger Aceves, Mayor of Goleta, said "Goleta is the center as far as getting the message out. We only have 30,000 people here but we might have over 60,000 with people working here." Improving the flow of information and devising ways to communicate in an emergency is the focus of these new tools. And it's never too early to start preparing. Aceves says, "I always say, when it's raining you prepare for the drought. When it's a drought, you prepare for rain. So we are preparing for our next disaster so we can respond immediately so we can keep our people safe."

Santa Barbara Century Bike Ride

Greetings, The next event that the Santa Barbara Amateur Radio Club will support is the Santa Barbara Century Bike Ride. This event is on Saturday, October 19th. It starts and finishes at Leadbetter Beach. There will be a Beer Garden at the finishing area. This is a tough one with a timed hill climb from the base of Gibraltor Road all the way to the top. Those who choose that route will be part of the 100 mile Century Ride. There is also a 100 kilometer ride (66 miles) and a low lands ride within Goleta, Santa Barbara, and Carpinteria that is referred to as the "Foothill ride". All in all we need several ham operators to help out for this event. This is the 4th year of this event. The first two we did not support. The Race Director did not know of our services. Since then he has been in constant contact with me and he thinks we are invaluable. He is all too happy to have us. There will be T-shirts. A second chance opportunity occurred when we learned about a wireless link that was being established by the UC Natural Reserve System to support their west end operations on the Island. This was the start of a crash program to link Diablo with another hilltop in the central rift called Centinela via a 5.8 GHz link. This project took four helicopter trips and hundreds of man-hours of planning, design, engineering, procurement and installation by a great team of dedicated technology minded individuals. On 26 September 2013, everything came together. The 360 degree panoramic picture view is taken every 10 minutes. KEYT Parent Company to Co-Own KCOY

This from the Sept. 24, 2013 edition of edhat KEYT Parent Company to Co-Own KCOY Also Purchasing Stations in Monterey and San Luis Obispo -------------------------------------------------------------------------------- Monday, September 23, 2013 By Tyler Hayden (Contact) The parent company of KEYT announced Monday that, pending final approval from the Federal Communications Commission, it will soon co-own Santa Maria's CBS affiliate KCOY and purchase FOX affiliate KKFX in San Luis Obispo. News-Press & Gazette Company (which is based in St. Joseph, Missouri, and has no relation to The Santa Barbara News-Press) will also buy up KMUV and KION in Monterey. According to a statement from News-Press & Gazette Company, current KCOY owner Cowles Media will continue to take care of management and programming duties while News-Press will provide news, back office, engineering, and sales support services. The deal is expected to close in the fourth quarter of 2013. News-Press and Cowles Media representatives were not immediately available for comment. The announcement comes around a year after the News-Press & Gazette Company bought KEYT from Smith Media for a reported $14.25 million. Since then, KEYT has added high-definition broadcasts, hired a number of new reporters, upgraded equipment, and launched a new website. During the transition, Mark Danielson took over the general manager position. News-Press & Gazette Company owns or co-owns 23 television stations and 4 radio stations throughout the country.
