Do you hear any loud static just before the fuse blows?

I tend to agree with Tony here, but have one test you can try - remove the output tubes (6V6s or 6L6s) and see if the fuse still blows. A concern is the output transformer may be shorting - see if it warms up even with the tubes removed. If the fuse still pops then find the centre tap of the output transformer and disconnect it and again do a fuse check.
A DIM BULB test would be better for this situation - use a high wattage bulb like 100W and see if it gets brighter after a little while, with the amp powered up and the speaker plug inserted.
