I think E120 has similar circuitry with the F120, which is what I'm familiar with, and will talk about here...
The buttons are in a daisy chain, when one button is pushed the circuit to the rest of the buttons down the chain is broken, so you can only make one selection at a time, even if you press two buttons.
The normally closed contacts that go on down the chain can get dirty and stop conducting, breaking the chain even though no button is pressed. And the chain does not go in numerical order, it goes up one row and down the next. So if you can find any buttons that work, though most don't, that's what you want to look at. Cleaning the contacts is the fix.
Did you (or someone else since it was last known working) take the machine apart very far? The harness to the underside of the mechanism is in two halves, and the numbers for the connectors repeat, like 1 through 12 for the left half, and another series of 1 through 12 for the right half. A small number of the connectors (maybe 6 of the 24?) have an extra pin that supplies power, or is the "common pin" that one side of a collection of the electromagnets is connected to, the other side of each is wired to individual conductors and up to the buttons.
If you take it apart far enough to get them confused and swap the right half of the harness for the left half, the common pins are in the wrong place and connect to air instead of the place the magnet assemblys expect the commons to be, and so no circuit is made and the selections are totally dead.
Aaron Heverin and I figured this problem out on a machine he was working on, in a fun exchange of emails quite a few years ago now.
