Rich, I had this same issue (popping in the audio stream while scanning) on a tormat machine once. Ron suggested a faulty cap on the scan control assembly in the TSR. I checked and a leg had detached from the poor solder joint. I resoldered and the problem disappeared. Not sure if this is your issue but worth a look.

The contacts should not arc - this usually means the Detent Switch is not set up correctly. The Detent Switch sets the time that the connection is made through the wiper - it should only close when the contact is already made - and thus should not spark at the point of contact.
