Classic "dirty keyboard syndrome". Remove the keyboard and latch solenoid and buy a can of Scrubbing bubbles foamy shower cleaner. Spray liberally, push each button in and out 25 times. Watch all the brown crud come off... Repeat 3-4 times using the whole can, hose off, dry overnight in front of a fan. Clean the Jones plugs. I like to install a short jumper from the bottom of the tormat plate to the record rack. Use wire terminals and use a screw on the end closest to the rack. Be sure it doesn't interfere with the contact block. Finally, this jumper bypasses a fuse, so be sure to install one online with the jumper. That sounds like a poor ground between the pulse amplifier and the tormat unit. Usually at the RCA jack on the selection receivers pulse amplifier. Normally cleaning the RCA jack and socket will fix it, but if not, you can add a wire from the ground on the selection receiver (use existing screws) to the tormat unit.
I just noticed you said a "TSR1". They can be problematic but it still sounds like a poor ground.
