When did you last OIL it? These old timers need oiling at least once a year and possibly twice. Oil dries out and gums up otherwise...

20W Motor oil - Blue Top 3-In-One or Zoom Spout Turbine oil works for us.

I think your tone arm cancel mechanism is seizing up due to dried out lube... Warm it up with a hair dryer on low - don't ROAST the machine! You just want to warm it up and then oil it and let the fresh oil soak in overnight.
