There's an electrolytic cap under the mech which is another possibility.

- is it moving? I assume not, until it does start up and finishes
selection process.
If not try replacing Relay Ry2 with a known to be good one and see if that helps. If not, check at the thermostat to see if there is 24VAC across it - that will need replacing if so. I have them in stock, and I'm sure Mike Florio does too.
