If you use the RCA preamp output the controls on the unit will work as intended and you should leave the external power amp tone controls flat. It was originally paired with the HFA1-L6 amplifier that had no tone controls and only a screwdriver adjust input level control. The tone and volume controls in the library/custom unit were used.
A common modification is to swap the tonearm for a stereo one and tuck a stereo phono preamp away somewhere, in which case, yes you would need a power amplifier with volume and tone controls.
Finally, the original preamp is a huge pain to rebuild as it's crammed in a small chassis, and the original main amp can be difficult to find. Bickers won't rebuild the preamp.
