The second is 120hz. this is inadequate filtering of the B+ or excessive drain on it. The latter is unlikely here, but check for approx + 23 volts DC (clean –no ripple) on pins 2 & 23 on the preamp/agc board.
All this assumes you are checking with no phono input connected.
