No, and the failure mode can be rather spectacular. Electrolytics really don't like reverse voltage.
However, you can make a non-polarized capacitor by connecting two capacitors, each double the capacitance of the original, in series back-to-back.
So, take two 3000 MFD 35V capacitors (closest standard value is 3300) connect their + terminals to each other and nothing else. Connect the - leads to the two points of the original NP capacitor.
