If it is near an airport, it could be a noise monitor. There are several boxes in Goleta to monitor airport noise that are on top of light poles.

Since the monopole radiation pattern is donut shaped, wouldn't it be very weak in the direction the antenna is pointing?

Thanks everyone for your replies. That Meshtastic node could be it. There's one for sale on Ebay that looks similar. Another choice would be some kind of tracker/repeater for wildlife(?).
The "USMT" spray painted on it is interesting but I can't find anything online when I look at up.
