If it is near an airport, it could be a noise monitor.  There are several boxes in Goleta to monitor airport noise that are on top of light poles.

A guy in the Ventura club went up in the hills near Conejo Grade for a SOTA activation and saw the item below.  I wasn't there a month ago.  Anyone recognize what it could be?
