Amateur Radio Parity H.R. 1301 Act in Jeopardy

Dear SBARC Members: The Amateur Radio Parity Act H.R. 1301 is in jeopardy of not passing into law unless the U.S. Senate acts to pass it before the holiday recess. This may or may not directly affect you now but ensuring access to reasonable antennas for amateurs across the nation supports the health of our hobby and ensures that all amateurs will have on-air capabilities, especially in an emergency. Click the link below to send emails to Sen. Boxer and Sen. Feinstein. Let them know that you want them to pass the Act NOW: https://arrl.rallycongress.net/ H.R. 1301 has already passed the U.S. House of Representatives and has the endorsement of the ARRL and the American Red Cross. It is now up to the U.S. Senate to send the Act to the White House. Here’s what ARRL has to say about the matter: ARRL once again is calling on its members to urge their US Senators to support the Amateur Radio Parity Act (H.R. 1301) when it comes up in the Senate during the "lame duck" session of Congress that adjourns in mid-December. The House of Representatives approved the bill in September, but if the Senate does not follow suit, the bill will die, and the entire process will have to be repeated. ARRL Hudson Division Director Mike Lisenco, N2YBB, who chairs the ARRL Board's Legislative Advocacy Committee and has been heavily involved in efforts to move H.R. 1301 forward, said today, "The clock is ticking!" Reminder of ARDF at Lake Los Carneros on Saturday, 11/12

Clearing skies and temperatures in the 70s are forecast for the Santa Barbara area on Saturday 11/12. It should be great weather for our on-foot transmitter hunting session, which will get under way around 9 AM at Lake Los Carneros with practice transmitters nearby and a beginner-to-intermediate level five-transmitter two-meter ARDF course starting at about 10 AM. At this point, nobody has signed up to build antennas, so if you want to do that, you must contact Marvin Johnston KE6HTS (marvin(a)west.net) right away so he will have the kits with him. More information on the kits is at www.homingin.com. Full-color orienteering maps will be available. There is no charge for participation. A ham radio license and knowledge of radio equipment are not required. Courses close at 2 PM. For those interested, we will meet at a local restaurant after al l the transmitters have been picked up for further discussion of ARDF. Directions to Lake Los Carneros: From US 101 about 8 miles west of downtown Santa Barbara, take the Los Carneros Road exit, head north about 1/4 mile and turn right into the Stow House parking lot. There should be plenty of free parking. Look for the orange-and-white orienteering flag. The hunt start will probably be in the parking lot. Lake Los Carnaros Practice ARDF Session

Our next southern California on-foot transmitter hunting session will be Saturday, November 12, 2016 at Lake Los Carneros Park in Goleta. In addition to some easy fox transmitters to help you learn and test your equipment, there will be a beginner-level international-rules course on the two-meter band. An optional 80-meter fox transmitter may also be on the air. The site area is slightly less than 140 acres. It is relatively flat, making it a good site for foxtailers of all skill levels. If you need some one-on-one help to get started at finding transmitters, just ask. Full-color orienteering maps will be available. There is no charge for participation. A ham radio license and knowledge of radio equipment are not required. For those who want their own RDF gear for use with their own two-meter hand-held radios or scanners, there will be kits for measuring-tape yagis and active attenuators. Also available is an assembled and tested assembly that includes the power switch, BNC connector, housing and battery, ready to install as the tape measure beam is built. There will be tools and soldering stations for building. If you're not an electronic technician, don't worry because there will be experts to help you. If you want to build an antenna/attenuator kit, you must register in advance. Send e-mail to Marvin (marvin(a)west.net) to pre-register and get more information about equipment. If you already have equipment and just want to hunt transmitters, you don't need to pre-register. If it takes place, the building session will start at 9:00 AM. Please be prompt. Transmitter hunting will begin about 10:00 AM. You may start out on the courses at any time until 12 noon. Courses close at 2 PM. For those interested, we will meet at a local rest aurant after all the transmitters have been picked up for further discussion of ARDF. All Amateurs capable of operating on the exercise frequencies are invited to participate. One of the Section goals for 2016 is to improve the communications between Amateurs in the Section. Several efforts have been in process this year to publicize our many Nets and to implement supplemental electronic communications. This exercise will investigate the ability to use RF capabilities to communicate information across the whole Section at one time and to involve a large number of operators in a Net environment. If you are available to join in this test, please try to access the portal in your area and check-in with Net Control using your Call Suffix. You will be asked to report your Callsign, Location (City), and the repeater you are using for access. The Exercise will start at 1000 hours and continue to 1045 Hours.
