A sample letter from a colleague is presented below to help with your composition efforts. 73, Don Milbury, W6YN ----------------------------------------------------- Dear Governor Davis: Please sign SB1714 regarding zoning ordinances and Amateur Radio antennas, passed unanimously by both the California Senate and Assembly. As I'm sure you know, the Amateur Radio Service provides voluntary emergency communications service, as well as advancement of technology and international goodwill. In addition to a career as a radio engineer, a Silicon Valley CEO, a Stanford professor and a venture investor, I've been an active Radio Amateur since I was a teenager nearly five decades ago. I've seen the benefit of Amateur communications when the telephone and public safety systems collapse in local and distant disasters, such as the Loma Prieta and Mexico City earthquakes, the Marysville floods and the Oakland Hills and Los Gatos fires. Also, I've been gratified that numerous advances in computer networking, telephony and safety communications originated in the Amateur Service, which has also provided a good share of the technologists needed to advance these areas. The Amateur Service is federally licensed and regulated under 47 CFR § 97. To have effective communications capability in times of disasters, Amateur Radio licensees must practice and advance their skills in communications and technology before the need suddenly arises for their services. To do this, individual Radio Amateurs require antenna structures at their homes high enough to conform with the laws of physics and as permitted under federal license privileges. In the past this requirement has been frustrated by the widely varying levels of local zoning as desired by various communities, leading in many cases to burdensome requirements on the Radio Amateur and even to costly litigation. SB1714 provides a mechanism for resolving the current problem, in which well-meaning communications volunteers must today run the gauntlet of local zoning agencies that have minimal radio technical and regulatory knowledge, and therefore do not uniformly provide the federally mandated reasonable accommodation and minimum practicable regulation of station antenna structures under 47 CFR §97.15. The Amateur Radio Service, through its national organization, the American Radio Relay League (ARRL), stands ready under the terms of SB1714 to provide your office, without cost to the public, the benefit of its members' specialized technical capability and emergency operations experience. Again, please respond to the bipartisan wishes of both houses of the California Legislature by permitting SB1714 to become law without delay. Note: We always need photos for inclusion in Klix; either prints or digital format is fine. If digital, the resolution should be about 200 DPI minimum. The resolution can be higher, but it will be reduced to about 200 DPI when it is put into Klix. If we are indeed trying to promote Amateur Radio, it would be a good idea to add a section to Klix that would feature other "local" club events. The Ventura Hamfest Announcement is one example. If anyone is in contact with other clubs putting on such events, please have them get in touch with me via email. Anything being done about a Christmas party this year? Santa Barbara ARDF Hunt

Before this event took place, I gave a call to the Santa Barbara NewsPress to see if they were interested in covering the event. They were, and sent out a reporter and photographer. What a great way to get some publicity for ARDF! Those of you out there putting on similar events might consider checking with the Sports desk of your local newspaper to see if they also would be interested in helping to publicize ARDF. ARDF Hunt Results

SBARC ARDF Hunt by Marvin Johnston, KE6HTS The day turned out to be perfect with the sun out but not too hot. Besides being a part of the Santa Barbara Amateur Radio Club 2000 Hamfest and Communications Fair that to be held the following day, this 2M hunt would also be a practice event for Team USA. Starting about 8:30AM, I began to put out the transmitters with the identifying control flags and punches. The course itself was about a mile and three quarters with each transmitter at least 200 yards from each other. Each transmitter was setup to cycle for one minute on and four minutes off in round robin style. At 9:30 the training session began with Julia Vollmer attending. It was really nice to see Julia show up as she had previously done Orienteering events, but this was her first ARDF event. Joe (K0OV) and April (WA6OPS) Moell arrived shortly after Joe had set up an 80M transmitter out on the course. Joe is the ARRL and IARU Region 2 ARDF Coordinator, and has been promoting this type of hunting in the US for quite a few years. April also brought along Artie, the "official" foxhunting mascot. Also attending were Bob (KF6VSE) Cooley, Richard (WA6NOL) Thompson, and Jay (W6JAY) Thompson, all members of TEAM USA who will be going to the World ARDF Championships later this year over in China. Becky, a NewsPress reporter, arrived to do a story on this new (to the US) sport. She had quite a few people describing it, and my hope was that she would not be confused by all the new information (she wasnt) being tossed in her direction. April talked her into going out onto the course with Jay where she was able to experience first hand the fun of ARDF. It was a pleasure meeting her and thanks to the NewsPress for sending her out to do the story. About 10:25, I turned on the transmitters and Murphy decided to put in an appearance with three of the five transmitters not starting. With a quick change of plans, I headed out to check on these mischievous transmitters. The first did not hear the start signal, the second had the switch turned off, and the third had one of the antenna connections come loose. With that all taken care of, Joe and April started the hunt about 11:00AM. The Advanced class competitors started on two minute intervals while the Beginners class had a mass start. With everyone out on the course, the start crew headed over the finish area where the BBQ would take place. Rick (KE6DKF) Barrett arrived first with an advanced class winning time of 44 minutes! Other competitors started arriving about 30 minutes later. Several people took advantage of some 80M equipment and headed out to find the 80M transmitter. The results were: Place Competitor Time Team 1) Marvin Johnston, KE6HTS 0:13:58 Team USA Jay Thompson, W6JAY 2) Rick Barrett, KE6DKF 0:23:33 3) Brian Peddicord, KF6DZN 0:33:20 With the hunt over, everyone enjoyed the "eat until gone" hamburger BBQ, and most stayed for about an hour or so after the hunt eating and chatting. Joe and April Moell did a great job of starting the event, informing Becky about the US efforts to build ARDF, hiding the 80M transmitter, and keeping things going. Darryl (KF6DI) Widman helped at the registration area and also took care of collecting money for the BBQ. Terry (KF6DZK) Mekker was out on the course taking pictures and ready to help any of the beginners as needed. Frank (KO6TP) and Karen (KE6UBH) also served as course marshals. In addition, they also brought the excellent potato salad and beans for the BBQ! Noel (KF6LDC) and Julie did a great job of cooking and serving the hamburgers. Noel also picked up and returned the BBQ grill used for BBQing. Barbara (KE6OTF) Johnston set up the picnic area and got things ready to serve. Jay, Brian, and Julia helped bring in the 2M transmitters and flags after the event was finished. To everyone who attended, a big THANK YOU for making this a successful event!!!

Hi all, Just a reminder that tomorrow, Saturday August 10th, will be the SBARC ARDF Hunt. We will have a NewsPress reporter present and would like to have a good turnout. Thanks, and see you tomorrow! ---------------------- SBARC ARDF Hunt Saturday, August 12, 2000 The Santa Barbara Amateur Radio Club will be sponsoring another Southern California On-Foot ARDF hunt in conjunction with the SBARC Hamfest and Communications Fair. ARDF (Amateur Radio Direction Finding), also called Radio Orienteering, is a timed event where 5 transmitters are hidden and competitors use radio direction finding equipment to locate them. This free informal event will be held on Saturday, August 12, 2000 at Lake Los Carnaros Park in Goleta, CA. Bring your two-meter hand-held or scanner plus a portable beam and attenuator if you have them. A limited amount of RDF gear will be available for loan.. Training is available starting at 9:30am and is highly recommended for those people not familiar with this type of direction finding. A hamburger BBQ will follow (reservations requested.) Location - This event will take place at Lake Los Carnaros and will start at the Stow House Parking Lot just off of Los Carnaros Road. From US 101 about 1 mile north of Goleta, take the Los Carnaros exit and head north about ¼ mile and turn right into the parking lot.There should be plenty of free parking. Transmitters - There will be five transmitters, each transmitting on 146.565 MHz in round robin style for 1 minute each. Each transmitter will be identified by an Orange/White Orienteering control flag. There may also be an 80M practice transmitter. Course - Maps of the area will be available at a scale of 2500:1. The course itself will be between 2 miles and 3 miles and can easily be completed by walking in well under the 2 hour time limit. Transmitters will be at least 200 yards from each other. Classes - Beginner and Advanced. Teams will be allowed with the condition that only one DF unit be used per team and the people on the team stay together. Schedule of Events 9:30 am - 10:00 am - Training 10:00 am - Registration Opens 10:30 am - Competition Starts 1:00 pm - Hamburger BBQ, $3.00 per person Reservations requested for BBQ For more information, contact Marvin Johnston, KE6HTS, at 805-687-8881 or marvin(a)rain.org.
