It's for broadcast service, continuous duty 24/7/365 and very conservatively rated. It looks like the left two tubes are RF, in parallel and the right two are the modulator.

Only two of them are RF, the other two are audio. It's designed for broadcast service to run 24/7/365, rated very conservatively. You would have one of the best sounding (and widest) AM signals on the band.
