Just ask for it by postal mail. Both of the last two SBARC dues increases were claimed to be necessary solely due to increased KeyKlix printing and postage costs. SBARC will send KK by postal mail on request for "free". (You're already paying for it in increased dues not reduced when the postal mailings were abandoned).
