Peeling back the onion...
It appears that the Bylaws change isn't just about a smaller Board.
At least two of SBARC's present Board members are involved in a competing non-profit with a mission overlapping that of SBARC.
Buried within the job description of a new appointed position is the requirement that SBARC sponsor this entity, utilize it when providing telecommunications support, and provide resources, equipment, and personnel to it.
Buried in the Bylaws changes:
The Manager of Telecommunications shall be responsible for providing Telecommunications support through the Santa Barbara Telecommunications Advisory Council (SBTAC) and others, in support of communications education and training and emergency preparedness for the community. He or she shall coordinate with other Club members to provide resources of equipment and personnel in support of the Club sponsored SBTAC unit during emergency activities and training.

Perhaps Mr. Seybold is planning on offering the services of his corporation pro-bono? :-)

Local experts will share advice, training and expertise with other Santa Barbara County organizations

The Santa Barbara Telecommunications Advisory Council announced Wednesday that it has organized under section 501(c)3 as a tax-exempt, nonprofit corporation dedicated to providing telecommunications advice, education, training and technical expertise.
Under its charter, SBTAC will provide these services to other organizations that participate in or make use of emergency services in Santa Barbara County. Such organizations include nonprofits, schools and associations, including homeowners associations.
SBTAC is an organization made up of people within Santa Barbara County who have unique and highly sought-after skills in various areas of telecommunications, co-founder Bill Talanian said. All of those serving as SBTAC members give their time freely to assist other organizations that do not have telecommunications expertise and are in need of the services provided by SBTAC.
Further, we realized the need for this type of organization because as experts in our given telecommunications fields, we are already being called upon, individually, to provide these services to other organizations. As a group, we can offer the desired level of expertise in the specific telecommunications areas that are needed.
Members of SBTAC are already working with The Nature Conservancy, Santa Barbara Search & Rescue, the Reagan Ranch, and several school systems and fire departments within the county.
For three years I have been donating my time equally between acquiring additional radio spectrum for the public safety community on a nationwide basis and working with Bill and others on local projects, said Andrew Seybold, co-founder and SBTACs first president. There are so many telecommunications experts who have retired to Santa Barbara or work here that forming an organization to make this expertise available to the community seemed like a great opportunity to assist our local community and to work side by side with others who have extensive knowledge in telecommunications.
SBTAC is in the process of creating a dedicated website that will provide information on how to engage its services. In the meantime, for more information, contact Seybold at aseybold@andrewseybold.com or Talanian at W1UUQ@cox.net.

Coming from someone who is running to be the leader and president of this club, I completely fail to see why side banter like this ( that gets send out to everyone ) is in any way constructive or a necessary addition to ongoing conversation and debate. In my opinion this is nothing but subtle cheap shots and making a joke of the very serious issue that is facing our club.
Jay, I sincerely look forward to your positive opinions and suggestions tonight at the board meeting as a person of interest in the position of president. Seeing as how I have not seen you in attendance at a few of the past board meetings, I am sure now that you have a new found interest in leading this club you will want to get an early start at being proactive by, if nothing else, showing your willingness to better the club by being in attendance this evening.
I believe it is a safe assumption that discussion will continue to take place at tonight's meeting before the general meeting this friday. This will be a great time to get a sneak peak of you are all about and why you feel you are the one to lead this club through 2014.
