There is a setting in your mail reader software as to how to handle attachments, either to fetch them automatically or not. In any case, opening that link should download the file. It is a proprietary Microsoft Word file so you will need Microsoft Word to make sense of it. If you have Word on your system and it doesn't launch automatically, then you will need to save the file, launch Word, and view it.
Or ask people to send documents as plain text in the first place and then all of these issues go away.
When replying, please edit your Subject line so it is more specific than "Re: Contents of SBARC-list digest..."
