If it is a UHF repeater you can, perhaps, but it on the GMRS channels which are exempt from the Narrowband rules which become effective on Jan 1, 2013. However if it is a VHF repeater the ONLY home for it is on the Ham Bands. In the UHF band GMRS is the ONLY place it can be used legally. If it is UHF and you need help with software and programming cables let me know. Motorola charges for their Software and the cables but it might be possible to find someone who already has the license and the cables to program this for you.

Hello friends...
Since you all know more hams in "the business" than I'll ever know, I was hoping that you could spread the word on this, please!
I've searched the internet and have come up with nothing that is helpful.
We [Valley Center C.E.R.T] are looking for the software and instructions for this out dated repeater. It's in good shape and we certainly could use this repeater in our community for ECOMM.
We are a 501 C-3 organization, so we haven't got a lot of ca$h, but for the help we need, we would "pass the hat" for the right party.
