FINAL COPY ZQY was our friend. He had so many stories to tell. When he built our piano show room it was time to work, time to tell a story (over lunch) and then back to work. We are glad that he did this project for us. We enjoyed him every day. It was a pleasure to have him around. He was a guy who could make you laugh and make you cry. He loved our hobby; he was eager to teach and learn more about ham radio as the years went by. His antenna farm was something else, it was almost comical to see that aray on his roof. Did he get those ideas from you Kip? Reg was always a kidder and his humor can not be duplicated. We didn't realize that he did not like cats. We thought that he was kidding when he went into the dining room and told Nerella that he had to go because "the cat" was bugging him. We, as cat lovers, can not to this day know why our little Dozo Bozo had so much power over ZQY. He just didn't like cats so off Nerella and Reg went. We thought that he was kidding but comes to be he wasn't. We have a relative who can't come to the house, because of her fear of cats. At least Reg was brave enough to come and spend some time with us, cats included. We will never forget how gracious Nerella and Reg were when they had us over for dinner. I am sure there are several of you out there that have had the privilege of breaking bread with the Reginato's. How much fun was that. Again, so many stories, from Daisy May to Mean Green and who can forget Bailey? The dishes Reg fixed, he enjoyed making for us. He wouldn't tell us what they were and who would believe Dennis would eat snails and blue cheese? He even got him to eat anchovies in a salad once without telling him. Dennis ate fish?... but it didn't taste like fish... Nerella and Reg cooked as a hobby. We understand that they taught the Boot Club their art. Reg was always so proud of those "gourmet meals" and all of us were so glad to partake. Thank you for all of those "special times" together. We will miss you Reggie, you were one of a kind. May you rest now and enjoy your life in the great beyond where all of those rivers are filled with trout and the hillside are covered with chanterelle mushrooms. We will meet again, God bless you and thank you so much for all the memories. Thank you so much for being our friend. GOOD MORNIN' TO YOU THIS EVENIN' by Darryl Widman, KF6DI Reg, KE6ZQY, was a student of mine. He earnestly wanted to learn. Often, people would hear him say of himself that he hadn't ever finished high school. But that didn't seem to deny his thirst for knowledge -- especially for electronic knowledge, and that centered around Amateur Radio. Reg was a man of many talents and he often used them to help his fellow man. Those of us in SBARC were recipients of his good deeds. Perhaps, most of us will remember Reg for his talents in the cook kitchen and around the BBQ pits. His food would command applause from the critics amongst us. Many will remember a certain Hamfest a few years ago where Reg did a favor for the workers at the event. He got there earlier that the rest of us and cooked up a bunch of breakfast burritos that really hit the spot. Then, of course, he started to prepare the customary tri-tips and chicken dinner that absolutely knocked them dead. If you had never ridden with Reg at the wheel before, then you had a real thrill coming. I had the privilige for the first time when several of us went down to the L.A. area for a transmitter hunt. Reg drove us in his van. Dennis, OBB, and I were in the rear seat. Dennis seems to love speed. I can remember preparing for the end. Others in the van must have ridden with Reg before and knew what to expect, but I didn't. He may as well have had a red light on the roof and a siren in the front grill. We were passing them like they were parked. I learned to handle it. We were looking for our turnoff and debated whether the next one was the right one. Then, at the last second, Reg was convinced that we should take the turnoff. It was a tight, 20 m.p.h. turnoff. I knew we would roll over. I could feel it. Here it comes ---- but he kept the wheels on the ground. It was a rather excited group in that van and I'm glad I brought another pair of underwear. Reg, in a "superior-to-thou" attitude, yelled "You guys just don't know how to drive!" He will be missed. The "never to be seen without his hat on" guy had done it all, and his stories of his past were resplendent in detail. Reg was at home using all kinds of tools and was a handyman par excellent. One feels jealous that he hasn't done many of the things in his life that Reg had. Most of us haven't gone up into the mountains with our spouses to search for wild mushrooms to cook up with our dinner. Most of us haven't experienced the thrill of driving an eighteen wheeler down the highway. Most of us don't cultivate a full time herb garden to provide an endless variety of spices to add taste to our meals. Most of us don't have a grandfather clock in practically every room of the house. And most of us don't live in a house suspended from the sky by an antenna farm on the roof! Our fondest wishes go out to Nerella, Reg's sweetheart and wife and helpmate. SB-1714: Letters Still Needed! Senate Bill 1714, our first step toward restraining local jurisdictions from regulating Amateur service antennas out of existence, made significant progress since last reported in this Update. As reported earlier, it passed the California Senate 39-0 on May 30, and was then forwarded to the Assembly for consideration. On June 28 the bill passed the Assembly Committee on Local government unanimously. Vice Director Bob Vallio, W6RGG, and Sacramento Valley Section Manager Jerry Boyd, K6BZ, represented ARRL at the hearing. Senator Brulte of Rancho Cucamonga, the bill's sponsor, took the unusual step of appearing in person at the hearing, and spoke strongly in favor of the bill. The bill is now in the Assembly Appropriations Committee, and is scheduled for a hearing on August 9. Assuming there is no surprise from the Appropriations Committee, the bill should reach the Assembly floor very shortly after the August 9 hearing. We need more letters! Please sit down, right now, and write a letter to your Assembly member! You should express your opinion (hopefully supportive) to your individual Assembly member. Please do not suggest changes to the bill now, because any amendment in the Assembly would effectively kill it for this year. In its present form it doesn't hurt, and it will permit us to work with the Governor's Office of Planning and Research to get (hopefully) something next year that will really help. You may find your Assembly member's name in the government pages of the telephone directory or on the web by going to http://www.assembly.ca.gov and using the zip code finders that can be found off those pages. Every Assembly member may be contacted by mail addressed to him or her by name at P. O. Box 942849, Sacramento, CA 94249-0001. Most Assembly members may be contacted by email at an address constructed as assemblymember.<name>@assembly.ca.gov where <name> is the last name of the Assembly member. For example, Assemblyman Sam Aanestad of the 3rd district has email address assemblymenber.aanestad @assembly.ca.gov. Unfortunately, this format isn't used by all Assembly members. If it doesn't work, it will be necessary to go to the Assembly web site, URL given above, and try to find an alternate email address for your specific member. Each member of the Assembly has individual office, telephone and fax numbers in their district and in Sacramento. Local offices are listed in the government section of your phone directory. A great deal of information about each member can be found at links from the page at http://www.assembly.ca.gov. It is sufficient just to write or telephone to say "I am an Amateur Radio Service licensee and I support SB-1714." Staff at each level simply keeps a count for and against for the member. The Assembly member generally will not see the individual letters, only the count. Upcoming ARDF Championship events

I just got this in from Joe Moell. Now we know where the 2002 ARDF World Championships will be held! ---------------- I just received the latest edition of "ARDF Info" from Rainer DL5NBZ. Some items of interest: 1) Slovak Amateur Radio Association has been selected to organize the ARDF World Championships in 2002. 2) France will host the Region 1 Championships in 2001. 3) The 2000 German ARDF Championships August 11-13 near Berlin will test the proposed new IARU Region 1 ARDF rules just prior to a meeting of the Working Group to finalize them. A large number of competitors are desired.

Fw: SB-1714 Status Report

SB-1714 Status Report In response to a number of telephone calls and email requests for information, following is a status report on SB-1714, the California bill which represents our first step toward restraining local jurisdictions from regulating Amateur Radio antennas out of existence. As you will recall, the bill passed the California Senate 39-0 on May 30. From there it went to the Assembly for consideration. On June 6 it was assigned to the Assembly Local Government Committee. The wording of the bill has been under constant review, especially by Pacific Division Volunteer Counsel Coordinator Harry Styron, K6HS and members of a Steering Committee chaired informally by Harry. On June 22 some wording changes recommended by Harry were incorporated which make it clearer than before that Amateur Radio representatives will participate in the study mandated by the bill. The full text of the bill, as amended, is appended. As mentioned above, the Assembly first took up the bill in their Local Government Committee. The Committee held a public hearing on June 28, in Sacramento. Pacific Division Vice Director Bob Vallio, W6RGG and Sacramento Valley Section Manager Jerry Boyd, K6BZ ably represented Amateur Radio at the hearing. The bill was passed out of committee by a unanimous vote of 9-0. We all owe Bob and Jerry a debt of gratitude for taking time out of their schedules to represent us. We also owe a debt to Senator Brulte, who also was present at the hearing, and who made a strong presentation in favor of the bill. Following SB-1714's acceptance by the Assembly Committee on Local Government on June 28, it was referred to the Committee on Appropriations. The Appropriations Committee has scheduled a hearing on August 8, in Sacramento. Indications are that the flow of letters from concerned hams to the Assembly has increased significantly over the past month. But more are needed! Please write to your Assembly representative, either by email or by snail mail. If you agree with the bill, in your letter please urge passage of SB-1714 when it reaches the Assembly floor. We have no date thus far for its appearance in the Assembly, but we must assume that it could come very quickly following action by the Appropriations Committee. So, write! A note of clarification: In California, bill nomenclature does not change as it moves from the Senate to the Assembly, or from the Assembly to the Senate. Our bill originated in the Senate as SB-1714 and now keeps the same designator as it works its way through the Assembly. In your letters it's therefore proper to continue to call it SB-1714, even though it's now being considered by the Assembly. California PUC Hearing on Undergrounding of Power Lines A number of Pacific Division hams have been struggling for some time to resolve RFI problems caused by power line leakage. A study now under way by the California Public Utilities Commission (CPUC) may be useful for our cause. The purpose of the study is to investigate ways to "amend, revise, and improve rules governing the replacement of overhead electric and communications facilities with underground facilities." Full details are available from the CPUC web site, http://nic.cpuc.ca.gov/. When at the site, look for the section titled R.00-01-005, "Order Instituting Rulemaking into Implementation of Assembly Bill 1149." Of immediate interest are the public hearings which have been scheduled. The only one remaining is to be held in Sacramento on July 17, 4:00PM to 7:00PM in the Employment Development Department Auditorium 722 Capitol Mall Sacramento, CA These hearings, plus other studies already completed, are expected to lead to a final report to the Legislature, due Jan. 1, 2001. Written comments may also be accepted, although the procedure for submitting them isn't clear from the information provided by the CPUC. A brief review of the CPUC "White Paper" covering this effort (available on the web site noted above) indicates that it may not be recognized that interference to amateur radio communications may have public safety implications. For example, one might be able to make the case that if communications are rendered ineffective by severe power line interference, there will be some measurable adverse effect on public safety. Moreover, the paper does not discuss the possibility that the conditions that cause power line interference might themselves create a public hazard. Thanks to Jeffrey Pawlan, WA6KBL, who first uncovered this CPUC activity and recognized its significance to hams. ********************* Text of SB-1714 as Amended: THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 65850.3 is added to the Government Code, to read: 65850.3. Any ordinance adopted by the legislative body of a city or county that regulates amateur radio station antenna structures shall not preclude amateur radio service communications. Any ordinance that regulates amateur radio station antenna structures shall reasonably accommodate amateur radio service communications and shall constitute the minimum practicable regulation to accomplish the legitimate purpose of the city or county. SEC. 2. On or before July 1, 2001, the Director of the Office of Planning and Research shall do all of the following: (a) Prepare and publish a technical assistance bulletin suitable for use by local officials and planners in the preparation and adoption of local ordinances that regulate the placement, screening, and height of amateur radio service antennas. In preparing this bulletin, the director shall consult with individuals and groups with experience in amateur radio service communications and land use regulation, including, but not limited to, the American Radio Relay League, the American Planning Association, the League of California Cities, the California State Association of Counties, and the Federal Communications Commission. (b) Prepare and publish a model ordinance suitable for adoption by the legislative bodies of cities and counties for the regulation of the placement, screening, and height of amateur radio service antennas. In preparing this model ordinance, the director shall consult with individuals and groups with experience in amateur radio service communications and land use regulation, including, but not limited to, those groups listed in subdivision (a). c) Report to the Legislature and the Governor regarding any recommendations for changes to the state statutes regarding state or local regulation of amateur radio service antennas.
