It's an MOU with SBa Co. OEM. While NOAA Weather Radio always had this capability, there was no formal way to link them. Only the Presidential Alert is rebroadcast under EAS/IPAWS to NOAA, otherwise they are an originator for EAS/IPAWS. NOAA LAX/Oxnard will broadcast the same emergency alerts that Co. OEM issues, regardless of IPAWS. You can submit questions for the Youtube broadcast in advance. Yaneris was the one who got the project completed. The reason we chose to use NOAA Weather Radio is that it can sit idle and turn on when an alert is issued. If you get the Midland WR-120, it shows the type of alert on the screen and has trigger connections for pillow shaker and strobe light for folks with disabilities, seniors, distracted, workplace, etc. We're still working on getting them to do other languages.... - Roy KD6R

I think they recommend getting a dedicated receiver because most people are not monitoring a local TV or radio station anymore throughout the day. The way alerting is implemented on many VHF ham rigs is a bit janky, so a dedicated receiver is definitely the way to go, IMO.
I'm more in tune (pun noted) with the broadcast side of things, but real EAS alerts (not RMT/RWT) should also trigger the cellular carriers to generate alerts. I'm wondering if this is something new and different as NOAA/EAS/IPAWS integration has been around for a while now.
On re-reading the article, between the lines it looks like the press release may be referring to a new capability for Santa Barbara EOC to directly inject messages to EAS.
Dedicated alerting NOAA weather receivers have been pretty common in tornado-prone areas for quite a while now.
In other news, National EAS test this year will be November 17 at 11:20 AM local time.
