I checked the fuses with a meter and twisted the tubes and replaced the ballasts. When I scan, the wheel turns and the turntable turns too. But in operation mode, it doesn’t move when I make a selection. The buttons don’t pop up after being pressed down. It all worked fine before I installed the tube. The tube is dead. Did you check the fuses with a meter or with your eye ?
Have you tried rotating the tube ?
You don't mention the tube starter, did you change that ?
Pop out a pin on the selection drum on the right hand side. Does the carousel spin and play if you do that ?

On all of these I have ever worked on, the "fidelity equalizer" adjustment where position 1 is drastically different than settings 2 and 3. It's hard to find a good setting for it.
Is there any modification to help with this so the 1 setting isn't so drastic? Or maybe adjust position 2 somewhere closer to position 1?

If you have miswired or shorted the ballast the lamp may blow immediately and possibly take out a fuse.

I can't see that the two issues are connected.
When you push the buttons in, does the pin pusher rotate until it reaches the correct pin, or doesn't that move at all? First off, try rotating that with your hand to see if it's jammed. That is a 28v AC motor, and your lights are 120v.
It may be purely coincidental that the other issue has cropped up at the same time, unless some cabling or connection has been disturbed when you fitted the ballast.
Regarding the light, does the other fluorescent tube work ok ?,
You may have a faulty ballast or it's wired wrong. I would treat the 2 issues separately.
