The California QSO Party (CQP) is the premier state
QSO party held every year on the first weekend of October.
The Northern California Contest Club (NCCC) has
sponsored CQP since 1974. CQP has traditionally
opened the annual contest season by providing an
opportunity for contesters to prepare for the ARRL
November Sweepstakes since the format is similar.
Stations outside of California, worldwide, work
stations in the 58 counties of the state
which serve as the multipliers. California stations
work any station outside of the state
with the 50 US states and 8 ARRL Canadian sections
as multipliers. Stations outside
of Canada and the US add to one's QSO total but do
not count as multipliers. See the

KID'S DAY
A New Twist on Kid's Day
Here is a new way to make Kid's Day even more interesting.
ARRL is accepting ham radio artwork from young people. We will be
putting
all the pictures and drawing together and coming up with a new
certificate
for kids AND designed by kids.
So when you are building the enthusiasm for Kid's Day, ask them to put
what
they think about ham radio in a picture. Computer clipart or original
artwork is acceptable. The artwork you use should not have copyrights.
Remember to include name, age, and your name and contact information.

VK radio amateurs set lose 420-430MHz
The Wireless Institute of Australia (WIA) has been told by the Australian
Communications Authority (ACA) that the commercialisation of spectrum
between 420-430MHz is going ahead, with the first such allocation being
made
to the Land Mobile Service in Western Australia (VK6).
The WIA was advised at a recent WIA/ACA Liaison meeting that a Tetra
trunk
radio system has been licensed to be used by Western Australian emergency
and government agencies in that band.
The frequencies allocated are: 420420.75MHz and 421.25422MHz, with a
7MHz
split above this on 427427.75MHz and 428.25429.5MHz.
The Department of Defence, having relunctantly surrendered part of its
primary allocation, will be left with three sub-bands: 420.75421.25MHz,
424.75425.25MHz and 427.75428.25MHz.
A radiolocation system called Quicktrak that enables vehicle passenger
personal security and stolen motor vehicle tracking, currently uses
422-424MHz, and in the Perth area also 424-424.5MHz.
Left out in the cold is the Amateur Service, initially in Western
Australia,
but as the ACA clearly indicates it is under pressure to retrieve the
lower
end of 70cm spectrum for the Land Mobile Service in other parts of
Australia.
The WIA band plan for 70cm will now need to be revised. Currently
420-430MHz
has frequencies band planned repeater inter-linking and amateur
television
(ATV).
VK radio amateurs will continue to have on a secondary basis 420-450MHz
which includes the Amateur Satellite band 435-438MHz.

SB-1714: Passes Legislature Tuesday, August 22
Letters to Governor Davis Urgently Needed
SB-1714 finally worked its way through the
California Legislature on Monday, August 22. On that date
the Senate agreed to the several amendments made after
initially approving it almost three months ago. The
Senate vote followed the Assembly's acceptance of SB-
1714 on Friday, August 18. At the end of August, the bill
was given to Governor Gray Davis. He has until the end
of September to act on the bill.
Governor Gray Davis, as we all know, pays close
attention to the cost of legislation, and rightly so.
The Senate Appropriations Committee estimated that the
study called for by SB-1714 will cost the taxpayers
some $70,000 to $100,000, and the Assembly analyst
accepted that figure. Although that cost is small in
the context of the overall state budget, it's large
enough to attract notice. We should therefore try very
hard to convince the Governor that it is in the best
interest of the citizens of California for him to sign
SB-1714.
We need letters!
Please, if you agree with SB-1714, sit down, right
now, and write a letter to Governor Davis. A sample
letter to him is given below. You may write to him in
three different ways:

Dear Governor Davis:
I am writing to you to urge your support of SB-1714, a
bill designed to provide some relief to amateur radio
operators who require antenna structures to pursue
their interest in communications.
The proliferation of cellular telephones has caused
concern in many communities about the appearance of
commercial antenna structures. In attempting to deal
with this, municipal governments have tended to lump
together all antennas, ignoring the roles the Amateur
Radio service has traditionally played in providing
public service and backup emergency communications in
support of the Governor's Office of Emergency Services
and of municipal emergency service organizations.
I believe that this legislation addresses both the
concerns of municipalities in maintaining for everyone
a reasonable quality of life and the Amateur Radio
service in maintaining its ability to communicate and
to play the roles it always has.
The provision of the legislation for study and report
by the Governor's Office of Policy and Research should
ensure that every interest will be considered and that
an ultimate result in the best interests of all
Californians will be achieved. The funds required for
the study, considering the enormous value that the
State and municipalities have received from being able
to call on Amateur licensees to provide equipment and
volunteer hours in emergencies, is money well spent to
preserve a valuable asset.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS
FOLLOWS:
SECTION 1. Section 65850.3 is added to the
Government Code, to read:
65850.3. Any ordinance adopted by the legislative
body of a city or county that regulates amateur radio
station antenna structures shall not preclude amateur
radio service communications. Any ordinance that
regulates amateur radio station antenna structures
shall reasonably accommodate amateur radio service
communications and shall constitute the minimum
practicable regulation to accomplish the legitimate
purpose of the city or county.
SEC. 2. On or before July 1, 2001, the Director of
the Office of Planning and Research shall do all of the
following:
(a) Prepare and publish a technical assistance
bulletin suitable for use by local officials and
planners in the preparation and adoption of local
ordinances that regulate the placement, screening, and
height of amateur radio service antennas. In preparing
this bulletin, the director shall consult with
individuals and groups with experience in amateur radio
service communications and land use regulation,
including, but not limited to, the American Radio Relay
League, the American Planning Association, the League
of California Cities, the California State Association
of Counties, and the Federal Communications Commission.
(b) Prepare and publish a model ordinance suitable
for adoption by the legislative bodies of cities and
counties for the regulation of the placement,
screening, and height of amateur radio service
antennas. In preparing this model ordinance, the
director shall consult with individuals and groups with
experience in amateur radio service communications and
land use regulation, including, but not limited to,
those groups listed in subdivision (a).
c) Report to the Legislature and the Governor
regarding any recommendations for changes to the state
statutes regarding state or local regulation of amateur
radio service antennas.

Hi everyone,
So here is the latest on Rhona K6NOO and a new update.
Rhona fell down the stairs at her daughter Lisa's house last Tuesday
morning at about 0610. She shattered her pelvis driving the ball of the
hip up through the socket. Dr. Z. said that "Injuries are rate on a 1 to 10
and this is considered a "9"".
The surgery and post operative trauma is beyond the capabilities of Cottage
Hospital, a "beach town hospital" (quote from Dr.Z.). Thanks for all the
work by Dr. Z. and our dear friend Dr. Steve Graboff (W6GOS), today she
left for Good Samaritan Hospital in Los Angeles. Tomorrow morning at 0930
Dr. Omata, (considered by far the best orthopedic surgeon in the world),
will operate for about 4 hours to reconstruct the pelvic bone and hip.
He stated that this was no great feat and anyone can go to his web site and
see what the surgery consist of. His web site is www.hipandpelvis.com.
She will be in recovery for several months and has a long haul ahead of
her. All of this following quadruple bypass surgery less than two months
ago. She is focusing and putting all of her efforts into getting well and
coming back to the Rhona that we all love and know.
Everyone is praying in their own way for her recovery.
She is doing great and it appears that her mind is clearing up from all the
drugs they have been dumping in veins and down her mouth. She has had
several visitors and loves the company, it kills the boredom. The room is
getting to look like a floral gift shop! Thank all of you for your cards
and flowers, she is really thrilled with all the attention (some people
will do anything for attention!)
The good news is that she may be on her way back to Santa Barbara in the
next couple of days. Now, we are not sure what facility she will be going
to yet in Santa Barbara. She has asked Ellen and I to have the cards sent
to us and we will deliver them to her when she gets back in town. This is
easier than sending them to the isolated mail box on Toro Canyon Road or to
Kip at the nursery. (Isn't that just like Rhona, her way of insuring that
we visit her on a regular basis, hi, hi)

Fall 2000 Classic (& Homebrew) Radio Exchange
The Classic Radio Exchange ("CX") is a contest celebrating the older
commercial and homebrew equipment that was the pride of our ham shacks
and our bands just a few short decades ago. Our object is to encourage
restoration, operation and enjoyment of this older equipment. A
"Classic" radio is at least ten years old (age figured from first year
of manufacture), but is NOT REQUIRED to participate in the Classic
Exchange.
YOU MAY USE ANYTHING in the contest, although new gear is a distinct
scoring liability. You can still work the "great ones" with your new
equipment!
The Classic Exchange will run from 1900 UTC September 24 to 0400 UTC
September 25, 2000 (3 PM EDT Sunday to midnight EDT -in case we figured
the time wrong again). Exchange your name, RST, QTH (state for US,
province for Canada; country for DX), receiver and transmitter type
(homebrew send final amp tube or transistor), and other interesting
conversation. The same station may be worked for credit with different
equipment combinations on each band and on each mode.
CW call "CQ CX;" phone call "CQ Classic Exchange." Non-participants
may be worked for credit.
Suggested frequencies:
CW: 3.545, 7.045, 14.045, 21.135, 28.180
Novice/Tech Plus: 3.695, 7.120, 21.135, 28.180
Phone: 3.880, 7.290, 14.280, 21.380, 28.320
7.045 and 3.545 will probably be the most popular CX frequencies.

Scoring: Multiply total QSO's (all bands) by total number of different
receivers plus transmitters (transceivers count as both xmtr and rcvr)
plus states/provinces/countries worked on each band and mode.
Multiply that total by your CX Multiplier, the total years old of all
receivers and transmitters used, three QSO's minimum per unit. For
transceiver, multiply age by two. If equipment is homebrew, count it
as a minimum of 25 years old unless actual construction date or date of
its construction article (in the case of a "reproduction") is older:

The Santa Barbara Amateur Radio Club's contest group will be operating the
VHF QSO Party this weekend starting at 1100 local time on Saturday. Again
we will be on top of Elings Park next to the hang glider hill. All the
antennas and towers are already on site and Saturday morning at 0800 we
will finalize the construction of the stations. Anyone wanting to help in
the fun come on by. We will be monitoring K6TZ 146.79 if you need directions.
