This sounds more like a problem in the video circuitry than the CRT.  You
probably don't want to fuss with its insides at todays prices for a new
monitor.  You might check the video cable from the PC for a loose or dirty
contact.  Just wiggle each end a bit and see if this has any effect on the
smear.

Is there any hope for a CRT monitor when it starts to smear?  I'm using
a 5 year old NEC MultiSync FE700 CRT flat screen, and have noticed that
there is a smear of gray to the right of any black characters, such as a
line of text.  Degaussing did not help (nor did I expect it to but tried
it anyway).  Or is 5 years about what I should expect?  Thanks for the
anticipated sage advice.
