That's true! We've seen 300 miles+ range from our ADS-B receive stations so if there were aircraft in the airspace broadcasting their position, receivers outside of Afghanistan should be picking something up. 

The most likely explanation is that the only aircraft in the airspace are allied forces and they are not using ADS-B, for obvious reasons.
