Hi Ron,
I think that you may have "dirty contacts" on one or more of the "open blade" relays.
I would suggest you do the following: Obtain a "plastic safe" solvent type "non residual", can of contact cleaner. Spray all open blade points with this, and wipe with a bit of "thick" paper--an old "title strip" works well. After doing so, examine all contact point surfaces for "pits", and or, "burrs".  If any are found, they must be removed !  A "Burnishing tool" is a must. If too badly pitted they may be "filed", but, only if there is enough silver left--then "burnished" with the tool. If the silver is gone, the contact must be replaced. 
If, at this point, you have the factory "contact adjustment specs." follow them -- If not, the general rule is that the contacts should "make" and "follow through" about .015 in. "Adjust" the blades by bending them in an arch--do not "crimp/crease" the blades on either end. 
As for the relays--I think RO used Guardian (brand) relays in that model. If so, some will have the resistance noted on them. Be extreemly careful here as those relays do NOT like any heat at the connection points--and you do need to dis-connect them to test them. I would "observe" them to see if they energize. If so, I would assume them to be OK. If not, I would look for the voltage being applied--Ron Rich
